This is something new we have just implemented to reach the high demands of lower cost, shared reseller hosting, and the ability to create hosting plans to fit the needs of your company. We will not grossly oversell per-server, so as long as you stay within your limits, all sites will stay nice and fast, and you won't unjustly upset your clients.
